Living in Japan

Bo-han Patrol

While living in your rental home in Yokosuka City or elsewhere in the Miura Peninsula area, during the early evening hours, as things are getting dark, you may have occasion to see a group wearing bright/fluorescent green ball caps and vests walking around the neighborhood.  They will often be carrying flashlights or traffic wand-type lights and in addition to looking around here-and-there they will sometimes be picking up litter.  This group is called 防犯パトロール "Bo-han Pato-roru", where 防犯 = crime prevention/deterrence, and パトロール = Japanese pronunciation of "patrol".  The Bohan Patrols are organized and managed by 町内会 "Cho-nai-kai" neighborhood associations.  In older residential areas, there will be a Cho-nai Kai-kan (町内会館), which is a building which serves as a base of operations for the neighborhood association with meeting and storage rooms.  Disaster relief supplies and materials used in local festivals are normally kept inside the Cho-nai Kai-kan.  Volunteers, mainly, but not limited to, older/retired men participate in the Bo-han Patrols.  The crime rate in Yokosuka is comparatively low (serious crimes are very rare) -- according to City statistics, during 2023, about 1,500 crimes occurred and there were 120 reports of suspicious persons.  So, with this in mind, the Bo-han Patrols are conducted from time to time, to keep neighborhoods safe and clean.
